Description of dl:

dl -- Loads a PHP extension at runtime.

The host may have disabled that function, so that you cannot load other php extensions except those which are already loaded in php.ini.
and that leads to a missing runtime for get_regcode.

I cannot give anymore help, as it's a server setting, nothing you can do yourself, except you'd have a dedicated server, or can change your php.ini at least.
