similar to the vb3 stars hack that is based off posts, i would love one based off reputation instead, would be great

also i need to know how to set just how much power each user group gives based on rep, like, a member gives a positive then how many points that gives, or a negative how many it takes and so on

AdminCP -> vBulletin Options -> User Reputation Options

As for stars based on reputation, rather than making a completely new hack, you could just use a combination of user promotions and user ranks/titles probably.

hey im looking at the admincp and there is no option to set the points users give or take, only Admin power, to do that

am i missing something here, could u attach a screenshot?
