Would someone like to comment on this? Was I too harsh?

I was sent an email saying that I had hit my monthly allotted bandwidth of 5GB, and I was instructed to enter credit card information. As I do not have a credit card, I will not be doing this. It is a new month, should my counter not be reset to zero? I am allotted 5GB of transfer a month, I know that, and if I attempt to go over that, my site will be locked down. I agree with that. What I do not agree with is that when a new month starts, I still am locked down. I didn't go over my 5GB last month, because you locked me down when I hit 5GB. Therefore, I really have nothing I owe you.
I don't see why I should still be locked down on June 4th when my bandwidth limit was reached in May. I was considering getting a credit card just so I could pay for updated service from 1and1, but if this is how I will be treated as one of your customers, I'm doubting my decision.
If, for some reason, I cannot have my site back online, I would like to be able to retrieve my files from your server, along with the latest auto-backup of my database, so I may host my website on my home computer, like I have been doing for the past year before I moved over to 1and1.
My details are as follows:
Customer ID: xxxxxxx
Contract ID: xxxxxxx
Thank you for your time.
