How can I make it so that a new user has to see a certain thread (the rules thread) before posting?

For example, a new user has registered and never posted. He/she clicks on "new thread" or "post reply", or uses the quick reply. How can I make it so that it would redirect to an error saying "You haven't read the rules yet, please click on this thread and reply agreeing with the rules" or something like that.

Need more detail in what I need? Please say so, I really need something like this. Thank you in advance.

I did something like this , cept I added in a form they had to fill out (I was tired of people not posting an intro.

I did it via global, and a new php if they had no posts all the can see is the form.
