I have an unpublished hack that does this for 2.2.9.

This is how it looks in the main page.

Look at the 3rd forum from the top (Featured LS1 Submissions). You can click on the hyperlink to see the currently featured car. Also look in the forum for the red sticky thread.

I have made a form that allows registered users to upload up to 9 pictures. The form submission automatically creates a thread in that forum with the submitted info. The entries are queued and can be activated/modified from the Admin CP. Also the Admin CP interface shows you the entire gallery of featured entries. Inactive entries must be activated before they can be featured.

The only thing is that the currently featured page and the featured gallery is made specifically for my site.
