The license restriction is in place for a simple and logical reason: because vB is a paid product (unlike phpBB and others), we're required to restrict support to those whom we know actually have bought vB. I hope you understand.
Oh, I realize that it is a paid product for a long time. Which is the reason why it has taken a long time for me to add support to my spell check program for it. And the reason why the phpbb version of the spellchecker has additional features like pulling the smilies from the phpbb smilies table, or the admin is integrated with the admin section -- and why soon it will have integrated template support. It is extreamly hard to add support to a product you don't have the source code for.
I suppose I probably am the weird exception of someone outside the vb community wanted to submit something for use in the vb community.
