Well in a way you can use vb3's reputation system to duplicate a warning system .
It's so powerful so you can set it so moderators can warn people and it raises their reputation bar. When it gets so high they are automatically 'promoted' (as they call it in vb3) to another usergroup. So it can be done very easily
