Is there a way to display messages only to "Users Awaiting email confirmation?"

My problem is that I have files in the download section that I only want registered users to have access to; however, users awaiting email confirmation confirmation are also able to download those files. I checked my user group settings in the vBulletin admin for both annonymous and users awaiting email and they are both the same. How do I restrict users awaiting email confirmation from download from the download section ?
