I was also hosted with Racknine for a few months, but had to move about 2 weeks ago because they were having similar problems with server loads and such. I've been with Pixie Host for the last 2 weeks and so far everything with them has been great. Granted that's not enough time to get a good feel for their service, but so far they have been able to handle my site better than anyone else I've been with. Their prices are really cheap too.
They are cheap, but they don't offer very much bandwidth with their accounts. That's one thing I think I'm going to need.
So what type of problems specifically were you having with RackNine?
