Commenting out the lines means you dont have to re-download vBulletin from the members area just to restore the queries...

Umm? So when you have downloaded and installed you boards, you delete the source files you have locally?
Personally, I keep all sources in a directory on my server that is not accessible from the web, so I have easy access to everything if I mess something up (not that it ever happens, but, err... well, you know ) |

you could also install this:

Al: Approx how much bandwidth is saved if you use the CSS method? To me it seems quite minimal?

Using CSS saves you tons of bandwidth as every HTML page parsed is smaller. It all adds up.
