That is basic modified forums, I like it for myself, and Ive gotten alot of good feed back, but there are layouts that are amazing, like ones that will blow you away, if you are determined to learn, you can start making very nice styles in matter of days. If you have a graphics background you can make wild designs.

Trust me its not hard, not tooooo easy, easy enough to start, easy enough to get rolling, by this time you are at the hard part so it will be easy to make some sweet designs.
