You need to increase the number of mysql connections in your php.ini if you are on a dedicated server, or get your host to do it for you. You've reached the maximum numbers of mysql connections.
Make sure that in your config.php in your admin directory that you have persistent connections set to "0". That helps to reduce the connections.
