problem does not show profile picture to others only to me

version vb4 does not show the image in the profile. I post a picture and only I can see it, even though I set the permissions so that everyone can see the picture, I'm attaching the attached picture, I hope someone can help

I can see my picture, but the members in picture two, you can see an example, don't see it!
