attachment.php - what is stc=1 param / define('NOSHUTDOWNFUNC', 1) ?

I have detect this code on attachment.php:

PHP Code:

... and ...

    {

What is 'stc' = 1 param for and what the NOSHUTDOWNFUNC constant does?
Can someone give a small explanation?
