Edit Home Page Spacing & Font Sizes

Hey folks...hopefully someone can help me with this.

I want to do a little bit of home page editing of my site (vBulletin 4). I want to make some spacing & font size modifications...and wanted to know what template or templates do I need to edit to make the changes?

Please see attached screenshot for the changes I'm referring to (I used a screenshot of vBulletin.org as an example).
