DownloadsII
DownloadsII is a download database that integrates into vBulletin. It allows you to upload files, add images to them, create categories, link to external files - and more. It is very flexible and has many options.
It's also coded 100% XHTML 1.0 Transitional valid, just like vBulletin itself.
Instructions & Support
Requires vBulletin 4.0.4 or higher. Not fully compatible with lower vB 4 versions.
It works fine with both the new editor in vB 4.1.4 or higher and the old one in previous vB versions.
Read the instructions in the next two posts before installing/upgrading this mod!
You can find an installation/upgrade manual in the zip package (Readme.txt).

Help!!! I can't upload large files??
This is probably the most asked question. It's mostly caused by some default PHP settings: check "PHP Max Post Size" and "PHP Maximum Upload Size" at your AdminCP home.
Then have a look at this post for the solution to up these values.
Also have a look at this post at vB.com (but ignore the MySQL part as DownloadsII is only using the file system).

I currently manage my site in a VPS that of all those I've tried in the 14 years of my site's life, is the best by far, good hardware, good price ... but I think it exceeds your budget.
Any VPS will always be more expensive than a shared server (which is what you have now).
In any VPS you can select which version of php to use, and in many shared servers, too, you don't know that dreamhost doesn't allow it.
A VPS is like a dedicated server, but it is virtualized. You don't need the resources of a dedicated, but it is, like a dedicated.
In which I am, I am delighted, that yes, it is self managed, I mean, you must do everything, whatever you need to change on the server / VPS you must do it. It's not like others who give you the service to do everything (called full managed) but of course, the bill at the end of the month is higher.
Don't worry or be scared, administering a VPS is not that difficult, and there are guidelines for everything.
If you are still interested, I can tell you where I am, but you go to 16.99€ per month (this includes the VPS and the cPanel license).
I just received a response from my hosting company (Dreamhost) and they mentioned this to me:

Hello, for those who had 'Internal Server Error'. Read this.
You have to do everything mention here before : check your max mb upload size, do chmod 777 download folder, set usergroups to [allow download], set extensions [pdf 64mb.., jpg 10mb.. etc]. And you have to leave Mime Type & Headers clean, dont type anything or you will get Internal server Error. Good luck.
