You have setting is DST in effect or not. Check your settings, it's explained there.

And no, this is not solution, to set it to "No". If there is DST in effect, you must set it to "Yes".

Real solution is to correctly set this setting, depending on DST.

This behaviour is completely by design.

The global timezone setting in the admincp is simply what guests will see.

Registered users / admins / moderator, anyone with a registered account will see what is set in the user settings.
