The fact that it says that it's "eval()'d code" means that a plugin is causing it. More specifically, a plugin that uses the hook "global_setup_complete" and calls the vB_Template class.

Disable your plugins one by one and after you disable each one, try to install the plugin again until you figure out which plugin causes it.
