You can't run vb 2.x.x as a forum environment, but this is what you can do. And you definitely dont need it to import and convert from another software to vBulletin.

1. Then Install 3.8.11 or 4.2.5 (Or 5.x.x if your a Masochist...)
2. Then follow directions and Install Impex.
3. Make sure you download the impex import software type that corresponds with the type of software that you coming to vBulletin from.

I have used this method to take a corrupted v2.3.8 database, to import to a 3.8.11 database in order to recover data. Hope this helps.
