The info is vBulletin does not publicly discuss vulnerabilities, especially with third parties.

There has not been a single reported instance of this issue affecting a forum on vBulletin.com in the public forums nor reported in the JIRA tracker.

Are you having an issue directly related to this alleged vulnerability?
