I bolded the dbseo stuff you posted, because you shouldn't be having that active if you disabled hooks in config.

Did you happen to check it with other browsers, before doing all of the changes and attempts to restore the site? This could have been simple IE error itself, nothing wrong with the site itself.

I mean, since "this page can not be displayed" is a IE error the first thing I would have done is test my site with other browsers, then verified if it was up in the world by entering my URL into http://www.downforeveryoneorjustme.com/

The tiny bit of information you have given plus the fact that you didn't post the link to your site as requested makes it really difficult for anyone to help you.

original config.php now back on server and its "page cannot be desplayed"

As has been stated many times now, without a link to your site it's very difficult to suggest anything further.
