I gave all of the ranks I wanted on top and which no user would have more than 1 of a rank order of 0. Then for the next group a user would only have one of that I wanted to be second I gave a rank order of 1, and so on.

I'm going to see if I can create an add-on that will fully automate the changes needed to obtain this functionality.
