if you go with option #1 or HM666 option you will end up with a lot of crap over the years ... to clean up this crap you will end up with 2 options: 1) delete all tags or 2) manually go through 30,000+ tags and remove the crap tags

if you use Tags appropriately it can help with SEO - if not, you will end up hurting your SEO efforts
