I'm looking for a plugin that takes member who haven't logged in for X amount of time and be placed in Y group. If such a plugin exist's.

You can do this with the built-in function of vBulletin in the AdminCP > Users > Prune / Move Users.

You can also do this automatically via the promotions under usergroups.
