I don't think that it's a special style, if you mean the header. This is something that you can easily do on your own if you play a bit with settings.

Yes Header can be edited like that but I wonder it is a style.

Recently I was searching for a new style and as I remember none was looking like this. Still believe that the user has choosen a white style, modified the header and then used a plugin which exist here to set icons per category.

The screenshot shows only a part of the page so it's difficult to understand it. It's better to share the link.

Unless there is a link in the footer leading you to the author it may possibly be edited by the administrator themselves or they hired someone to do it.

Well from the little bit of what we can see, it appears to be a modified default style.

What is the url of that site? if you can manage to open some of the images in there, then you will find the name of the theme in the form of directory i guess. :P
