why this button not showing in my usercp and wysiwyg editor not showing in chrome

Because vB3 only offers WYSIWYG functionality for IE and Firefox.

There is a plugin for chrome that enable wysiwyg for chrome, but I can't remember what it is right now. A google search will probably find it easily enough, this of course would require each of your users to apply the patch to chrome.
