Auto disable some plugins i cant't turn it on in admincp

I have problem with plugins like vbshout, vbseo, etc.
My forum is 3.8.7 PL2

although the product is turn on the plugins are turned off.
I Try many times turn on via plugin menager but i cant enable any of plugins

the only way to turn on plugins is via phpmyadmin

How to solve it ?

So you can turn on plugins by changing the database? I was thinking that you might have a define('DISABLE_HOOKS', 1) line in your config.php, but if that were true then I don't think changing the database would make any difference.

What happens when you try to enable a plugin in the Plugin Manager?

Some of plugins i can switch between enable and disable without problems
but some of them like: zoints tags, vbshout or vbseo i can't,
When i check the box to enable and click save the page is reload but without any changes. This plugis what i checked are still unchecked.

When i active plugins of shoutbox via phpmyadmin it works and then go to plugin menager it's turn off and disable the plugins.

I repair and checked all tables of my database.

EDIT:

i notice that in plugins menager when i click the name of plugins it's go to edit code of that plugin, (admincp/plugin.php?do=edit&pluginid=3061)
there is filed like "Plugin is Active" and i can choose YES and NO
When i click YES and save it's works and the plugin is active !

The problem is only in this area: /admincp/plugin.php?do=modify

Any errors in your error_logs (if you don't know where they are, ask your host)? Do you have a big list of plugins and so perhaps you are getting some timeout? Do you have caching enabled in your config.php file? If it is datastore caching, is that file chmod to 777?

I have a big list of plugins but no of then causes timeout

I have no set up file caching in config.php but i use "APC Cache" and i use vboptimise for caching styles, templates, datastore etc.

Also have another problem
When i try to edit someting in vbulletin options with all options shows
i also cant save and see this error

table "plugin" have 1264 records

I think you'll find its vboptomise thats causing this issue, i've come across similar issues with the caching before.
