As that is a custom style, you would need to ask in the thread where you got the style from.

understood, but wouldn't it still be the same template or stylevar since every vB forum has the nav links in that same spot?

No, that bubble is not in a default style.

Not sure, that is why you need to ask in the thread/site where you got the style from. It is impossible for anyone to know how every style was made.

Probably neither. Get a tool like firebug and find out which class or id is responsible for that border, and override that setting in additional.css.
