Forum and Thread update hooks

By taking an action, I mean making a call to an external server. An external event needs to occur when a forum or thread changes - where my mod is installed.

I could also monitor RSS feeds (polling them instead of callbacks to see what is changing). The problem here seems to be that RSS is not activated by default, and I'm not sure (can't figure this out) if threads get their own RSS feeds in any normal configuration.

The goal is the trigger the external events without requiring too much of the person installing the mod (like reconfiguring all their RSS feeds). I would rather have the mod do the work.
