If you want to turn off ALL emailing on your site, add this line to your config.php file(s) somewhere under the first line:

// Good for test boards. This unconditionally disables all emails that vBulletin might have tried to send.
define('DISABLE_MAIL', 1);

Make sure to use a plain text editor and save a copy of the file(s) prior to modifying them.
