could someone help me building a mod.

The mod should ask certain users in certain forum's a fee to post there thread.

This question has to be ask when the user hits the post button.

and it should only be for the person who starts a new thread, all follow up messages are free of charge.

if someone could help me with it in any case it would be nice.

the payment script i have up and running, so i or we should somehow insert this script in the mod.
