Users sitting in the "useractivation" table

I have about 15 entries in my useractivation table. I am going to guess that these users were moved to the registered usergroup manually. The issue is these users are not getting email notifications. Should I be doing something with these users or is there a way to "activate" their email. I turned off verify email address for my new users(bad practice I know) until I figure out this issue. Most of my users got the verify email but some did not(checked spam etc)

Does anyone have any suggestions?

( I am receiving emails and so are other users. All users are set to instant notification as well)
