Take your TIME, this type of deal is a big change and it's not a urgent matter. And I'm hardly a expert advisor.

So your friends site is not a vb site? i am just looking for a home page for cms. I downloaded joombla and it looks like it is another site?

Joomla is not vBulletin, yes. It is a independent CMS that you can bridge to your vBulletin.

vbadvanced is all you would need I think, I use it all the time and you don't have to move anything.

Looks custom, or the code has been made to look custom. It is not one of the standard CMS's. At least I could not discover it with a quick glance.
