Avatars not uploading

Have been going around and around with this but can't seem to get it right. Users are not able to upload avatars; however, I have no problem doing it as Admin and get the message, "It always says invalid URL" even though the picture shows there. Another says, "It will let me select the browse button and pick a file off my HD but then once I select a file, the select file window closes and it's like I never selected a file (even though I did). I also tried using the hosting option with no success either. I use Firefox and tried in Safari and I did clear my cache and tried again before putting something up here about it."

I have triple checked usergroup permissions and those all look solid to allow users to upload avatars. I have general members available with Picture Uploading Permissions
Can Upload Custom Avatars - Yes
Can Upload Animated Avatar - Yes

Have checked the Diagnostics > Upload and get this
Pertinent PHP Settings
file_uploads: On
open_basedir: None
safe_mode: Off
upload_tmp_dir: None
upload_max_filesize: 16.00 MB

Results
No errors occurred while opening the uploaded file for reading.

Have looked at User Picture Manager and have this (all permissions set to 0777 and in web/forums/core directory)
Images are currently being served from the database
Avatar File Path - ./customavatars
URL to avatars (Relative to your forums home page) - customavatars
Profile Picture Path - ./customprofilepics
URL to Profile Pictures (Relative to your forums home page) - customprofilepics

have you made a test member to try it out if not best if you did this way you will see what the problem is
