Rerun javascript after drop down selection

I have a web form and it does pretty much what I want it to do. Apart from the form I want a link to change based on what is selected and before it is submitted. As you can see 2014 is selected by default. I want the bold to change as soon as the selection changes and before it is submitted.

so what happens is when the page is loaded it makes strUser 2014 but I want this to change as soon as another option is selected without the user submitting it.
