I do not run vb5 as of yet, but the answer is yes it can be done and it is not hard to do. It is not clear to me what exactly you are looking for. Do you want all mobiles to use the default desktop layout? The way vbulletin is handling the adaptable layout is very typical for this kind of application. A mobile app will handle things differently and I am guessing that is what you are really looking for? Anyway, if you are just want to force a viewport to your mobile that can easily be done.
