There are 3 ways I can think of to do this:

1) Buy the full vB4 package with CMS functionality. You can create static pages through the AdminCP.

2) Install vBadvanced CMPS.

3) Install the free mod here called WebTemplates.

You'll have to spend some time reading through the manuals and playing around for each one but you can set up something like you see on vb.org.
