Hi, how do i make registered users to send private message and visitor message only to admin on vbulletin 4?

check the permissions from usergroup/ registered user / PM permissions

and for admin enable this feature also from usergroup/admin/ Visitor Message Permissions

and the same for other usergroups if you want to allow them to use this property or not...
