Thank you, Lynne, for your response. I will look into editing the pm_messagelistbit template.

Regarding your question ... members are placed on PM restriction after admins have been notified that a member has been abusing PM privileges. The abuse is not bad enough to ban them from the forum but we do take the privilege away from them. We found that while they cannot send or receive PMs, they are still able to delete PMs. We want to take that ability away from them.
