AdminCP> Vbulletin CMS> Permissions - set permissions for each section

ALSO

AdminCP> Usergroups> Usergroup Manager> Click on Each Usergroup there as well to give permission to View Forum & Thread Content.

Also, it helps to dump the CMS cache as you may be reloading the cached page with the old permissions settings.
