This would require a significant amount of custom coding, both in plugins and templates. It's not something someone can just answer for you.

Overview- You'd need a plugin on a postbit_display hook to load reputation and comments for that post and you'd need a custom template to display the information in a useful way, and then in the plugin a way to output the template- likely to a template hook in the postbit.
