It is really pain to get it nowadays. The license must be never transfered before to be transferable at all. And now IB (the vbulletin owners) disallowed transfers of licenses for non European Union people. And for the the EU they charge $40 for a license transfers, in other words they do it as much difficult as possible but you can still try to find someone on theadminzone or adminaddict or some other forums.
We haven't sold the blogs as a stand alone for more than 3 years now.
Only vBulletin 5 licenses fall under the new terms currently.
