vbulletin problem after change server

[IRANCITY]

i use tools.php for clear cookie domain and path
i user 3.8.7 on old and new server...
i restore data base and file (backing up from old server)separate via ssh ...

i try to install test vbulletin in another folder but it cannot be complete
i think server have problem but i dont know what is this ...

i restore vbulletin site in my server but i can not login in forum and admin cp
i think backup have problem but it's correct
know i understand tmp folder in root is not monuted ... i do this but it's not
help me plz
