Custom Ad Blocks below nav bar?

I've been trying to find a custom ad block system for vbulletin 4.x but all I keep finding are adsense related ones. I dont want any adsense. I'd want it to be say 6 x small blocks side by side across the forum just below the nav bar.

Can anyone suggest any system or suggest any method I could go about this? Having problems!
