That's actually very simple...

In newreply.php, replace this:

          ".iif ($foruminfo[countposts],"posts=posts+1,","")."

with this:

          ".iif ($foruminfo['countposts'] and strlen($message)>[high]10[/high],"posts=posts+1,","")."

Change 10 to the number of characters.
