You mean you want to know if they were infracted for Spamming or Inappropriate language or... whatever your infractions are? You need to look at the column for infractionlevelid. And then look at the phrase infractionlevelXXXX_title where XXXX is the infractionlevelid - ie infractionlevel1_title or infractionlevel2_title etc.
