Did they ever release the old 3.8 blog for download, or at least, open it up for distribution? For instance, would you be able buy the old vB Blog add-on from another owner, or do they consider that part and parcel of an individual license?

They never released it and I don't believe there are any plans to do so. The only way to get it is to purchase and old license that had a blog attached to it. You cannot purchase just a blog.

I'll see if I can find someone who still has there's and is willing to get rid of it. Never got to look at the internals of one and figured it come in handy for 3.8 skins. Was the blog ever transferable? Meaning, when it was a separate download, did you have to go through a transfer to get one, or did they really not keep track of it that way?

I don't understand what you mean about it being transferable. You purchased it and it was then linked to your license. You could not move it between licenses.
