I assume no info changed in the downtime, ie... db user credentials in config.php, then the issue is indeed on their side, the error would show a different msg if those credentials were wrong.
I would guess at this point as i dont have server access, that its timing out trying to connect as the db server is to busy.
Check these variables for sql in the admincp:
connect_timeout = ?
interactive_timeout = ?
wait_timeout = ?
Sorry i have just had a search and a google and can't seem to find where those setting are, are they under a option in the admin panel?

They assure me nothing has changed. However as you say it seems too much of a coincidence that it worked perfectly before the downtime, and now i have this issue after the downtime. I would say that the hosting company i am with is beyond awful, i have had 4 periods of downtime within the last 2 weeks. I am considering changing host however i would like to prove for sure that the issue i am having is indeed there fault.
