As described -"This mod hides quotes of users in your ignore list.", it's not at all what they're asking for. As I understand it, they want to hide quotes from second (and third and fourth) parties that even contain the text of what the ignored may have said.
Maybe you're just describing it wrong.
I probably didn't describe it very well. Or maybe I misunderstood. What it does is, if someone quotes a post that was made by someone in your ignore list, the text of that quote is hidden. Of course there is no magic way to block any text that comes from someone you are ignoring - it works by using the user name that is provided in the quote tag.
Maybe I did misunderstand because I'm not sure what you thought I meant. There's no point in blocking quotes in the posts of users your are ignoring since you can't see them anyway.
