I want to BAN a lot of users and add them back one by one and I don't want any EMAIL to be sent to anyone... how do I do this?

How do I turn on or off where certain emails get sent out from the board?

Why not move them all to a new usergroup? Call it 'unverified' or whatever. Then go through them one by one and ban those that you want to ban and more the ones that you want to keep back to the 'registered member' usergroup.

If you want to deactivate all email functions then simply disable it here:
admincp> vbulletin options > email options > enable email features> NO.
